Why is this supra so down on power : Mission Raceway - Testing a A90 Supra Time Attack Car

This time attack supra was way off the pace and was asked to test the car out.
First time driving the car
Turns out the car is very down on power topping out at 189-191 at the end of the main straight which is very far off where the car should be. It should be close to 200kph at the end of the straight.
1:13.1 is very slow for this car, given the extremely old tires and the low power, this car should be capable of 1:10s
