Shibuya-ku
Shibuya Ward is the "youth city." Young people gather in Shibuya. Shibuya 109. Shibuya Scramble Crossing. Shibuya Hachiko. But young people come by train. Don't own cars. Shibuya residents' car ownership rate is among Tokyo's 23 wards' lowest (about 20%). For Shibuya residents, "cars" are unnecessary. Trains are enough. Taxis are enough. Shibuya residents choose lives "without owning cars." Why? Shibuya parking fees exceed ¥50,000/month. Too expensive. Youth can't afford. But motorsports is a sport of "cars." Can't start without cars. Opposite of Shibuya residents' "not owning cars" culture. Shibuya has music, fashion, culture. Youth enjoy "culture" in Shibuya. Live houses. Clubs. For Shibuya residents, "car culture" is outside interests. Shibuya's population is about 230,000. Today again, Shibuya residents come to Shibuya by train and enjoy music and fashion. Circuits? That needs "cars." Shibuya residents have no "cars."
