Meguro Ward is the "upscale residential ward." Meguro is in Tokyo's 23 wards. Population is about 280,000. Meguro is known as upscale residential area. Celebrities, executives live there. Meguro residents are wealthy. But don't "own" cars. Why? Meguro residents travel by train. Travel by taxi. For Meguro residents, "driving cars" is trouble. Easier to hire drivers. For Meguro residents, "cars" are "things to ride," not "things to own." Don't drive themselves. Meguro has no circuit. Meguro residents live in upscale residential area. Not interested in the "self-driving culture" called motorsport.
